The guard dogs were used to provide added security for the Nike Hercules atomic warheads. Few people knew how many (if any) atomic warheads were actually on a site.
This is dog oriented exercise equipment, provided by and used by police dog handlers. I do not currently know what, if any, similar equipment was used by the actual site personnel.
